With reference to your Confidential Despatch
of the 13th. of December last on the subject of the retirement of Mr. R. A. J. Savage from the post of Superintendent of Mails, General Post Office, I have the honour to recommend as his successor Mr. Thomas Hynes, who is at present occupying the post of First Class Sanitary Inspector.

Before arriving at this decision I carefully considered the claims of several other officers for this post, which is one of considerable responsibility. Two questions present- -ed themselves whether it was necessary to have a European Officer at all, and if so whether it would be advisable to apply for a trained man from the General Post Office, London, or to train a local officer to do the work.

I came to the conclusion that it was desirable
to have a European Officer, as it is necessary to have a man in the post who can control the sorting staff and maintain discipline. Mr. Hynes is reported to be highly intelligent and thoroughly trustworthy and he has passed in the Cantonese and Hakka dialects of Chinese. I feel that it would be better to appoint Mr. Hynes than to get a man from home of whom little would be known, and if you approve of my recommendation I propose to make arrangements for him to undergo a course of training in the General Post Office
